The International Standard for Business Aircraft Operations (IS-BAO), has already been adopted by the CAACI and the BDCA for many years as an acceptable means of compliance which they enforce, to meet the requirements of ICAO Annex 6 Part II. These standards generally imply Operator Manuals, Safety Management System, Emergency Response Plan, Accountable Manager, Flight Operations Manager, Continuing Airworthiness Manager and Safety Officer.
Other authorities/registries in Europe such as San Marino and Isle of Man do not advertise IS-BAO as a means of compliance to meet their Annex 6 Part II compliance requirements or intentions, although it is accepted. Mandatory Part NCC compliance is also applicable to Operators of non-EASA registered aircraft with their principle place of business in the EU or EASA member state. Part NCC is also an important consideration and will influence your approach to IS-BAO.
